On 9 August 2019, the Ministerial Decree of 4 July 2019 was published in the Official Gazette, commonly called “Decreto FER1”, which reintroduced specific incentives aimed at promoting, the construction of new photovoltaic systems.
Access to incentives is reserved for installations:
Photovoltaic systems are incentivized starting from a power exceeding 20 kWp, for 20 years, with a tariff between 105 and 70 € / MWh.
Below are the tariff values according to the power of the installation:

There are two different incentive mechanisms, depending on the power of the plant:
With reference to power plants up to 250 kwp it will be possible to choose one of the two ways, with the possibility of switching from one to the other no more than twice during the entire incentive period.
Instead, plants of more than 250 kwp will be able to access the incentive only.
Both the all-inclusive tariffs and the incentive will be granted by the GSE from the date of entry into commercial operation, for a specific period for each type of plant equal to the useful life of the plant, for photovoltaics conventionally fixed in 20 years.
The FER 1 decree has provided some specific bonuses for photovoltaic systems.
First of all, a quota of 800 MW was reserved for the PV for photovoltaics to replace asbestos or asbestos (or the “Group A-2”).
This type of plant is entitled, in addition to the incentives on electricity, to a bonus of € 12 / MWh, paid on all the energy produced.
Furthermore, for power plants up to 100 kWp on buildings, a bonus of 10 € / MWh is provided on the net production quota consumed on site, which can be combined with the aforementioned premium. This on the condition that, on an annual basis, the self-consumed energy is higher than 40% of the net production of the plant.
The request for registration to the Registers may contain the offer of a percentage reduction on the reference tariff, up to a maximum of 30%.
The bids for the auctions, instead, will have to contain a percentage reduction on the reference tariff of amount comprised between 2% and 70%.
In both cases, except for a few exceptions, a provisional security (50% of the final security) and, if the procedure is successful, a final security (bank guarantee). The final deposit will be equal to 2% (in case of Register) or 10% (in case of Auction) of the investment cost for the photovoltaic system, conventionally equal to 1.000 euros for each kwp.
